摘要：

Coder control toward video compression quality and steaming quality matters much for content production and delivery services. Better efforts in video encoding by newer video and multimedia standards involve various mode selections via the rate distortion optimizations (RDO), rate control (RC) and embedded quality metrics/frameworks, e.g., equitable video quality streaming (EVQS, or EQS). This talk would like to share some discussions in Lagrangian RDO for encoding mode decision, region-based RC processing, and practical EVQS for CDN.

个人简历：

Lulin Chen Received BS from University of Science and Technology of China, MS from East China Normal University, and Ph.D. from Shanghai Institute of Technical Physics (SITP), Chinese Academy of Sciences. He was with SITP as an associate professor before conducting a postdoctoral research work in University of Rochester in 1995-1997. He was a visiting doctoral researcher at University of Tokyo in 1993-1994. Since 1997, Dr. Chen has taken positions of engineer, architect, technology leader, and technical director, for several US companies including Xerox, PictureTel, Sarnoff, Harmonic, Futurewei (Huawei US R&D center), and some startups. He was a recipient of three awards from Chinese Academy of Sciences and other professional awards. His work covered R&D projects and advanced product developments, such as, image/video compression, neural network based object detection and associative recognition, machine vision based rail defect finding, wavelet and active contour based medical image enhancement, embedded video conferencing MCU and gateway systems, MPEG/H.264 video codec chip, surveillance video background modeling and event driven processing, broadcast video server and storage systems with file-based workflow, multi-frame image processing and mobile applications. He is a senior member of the IEEE and severed as associate editor of IEEE CSVT (2006-2010). He also served as representing member of the companies for MPEG, JVT and JCT-VC. Dr. Chen holds six granted US patents and several patent applications.
